This monograph explores the non-proliferation negotiations with North Korea. It asks why both multilateral and bilateral attempts at arms control on the Korean peninsula have largely failed to make substantive progress, despite recent agreements. The monograph examines the preferences of the actors in the negotiations in terms of issue linkages, strategies and geopolitical interests. It argues that differences among the actors have a substantial effect on negotiation strategies to the extent that the benefits of multilateral negotiations can be (and have been) outweighed by regionally-driven differences.
