Provincial Perspectives on Federal Pharmacare

The federal Liberal administration has articulated its intention to introduce a national pharmacare program. However, the particulars of this program are still unknown: what gets on the formulary? who decides? who pays? how much? and through what mechanism? This panel will discuss the administrative, legal, economic, and political challenges in implementing such a program across all provinces. It will also reflect on how particular implementation plans could affect Nova Scotians for better or for worse.

Katherine Fierlbeck (chair)




Katherine Fierlbeck is McCulloch Professor of Political Science at AV整氈窒. She is cross-appointed with the Department of Community Medicine and Epidemiology, and is a Senior Research Fellow at the Healthy Populations Institute. She is also a member of the MacEachen Institutes Research Committee. Dr. Fierlbecks books include Health Care in Canada, Canadian Health Care Federalism and Comparative Health Care Federalism.

Marc-Andr矇 Gagnon

Marc-Andr矇 Gagnon is a political economist with Carleton Universitys School of Public Policy and Administration. He is currently a research fellow with World Health Organization Collaborating Centre for Governance, Accountability and Transparency in the Pharmaceutical Sector, and with the Rational Therapeutics and Medications Policy Group. He holds a PhD in Political Science from York University and a Masters of Advanced Study in Economics from Paris-1 Sorbonne and cole Normale Sup矇rieure de Fontenay/St-Cloud. His current work relates to the political economy of the pharmaceutical sector and to the comparative analysis of drug insurance models.

Maureen MacDonald

Maureen Macdonald was MLA for Halifax Needham between 1998 and 2016, and served as both Minister of Health and Minister of Finance for the NDP between 2009 and 2013. She has a PhD in Sociology from the University of Warwick, and has taught in the Maritime School of Social Work at AV整氈窒.

Policy Mattersis a weekly panel discussion on major policy issues presented by the MacEachen Institute for Public Policy and Governance. Each discussion features thought leaders from civil society and focuses on one of the Institute's four research themes Civic Engagement, Atlantic Canada and the World, Health Systems and Governance and Smart Infrastructure. Held each Tuesday from September 11 to November 6, the discussions take place in room 1011 of the Kenneth C. Rowe Management Building at AV整氈窒, from 12:00 pm 1:30 pm. The events are designed to encourage public engagement with local, national and international policy issues and are open to the public.
